SEC Publishes New Examination Handbook for Regulated Firms
The Securities and Exchange Commission’s Division of Examinations published a new handbook on October 1, 2026, giving regulated firms a more detailed guide to the SEC examination process.
“The SEC Exam Handbook: A Practical Guide on Process and Engagement” replaces and expands the division’s previous examination brochure. It explains what registrants can expect during an examination and provides practical guidance on preparation and communication with examiners.
What the New SEC Examination Handbook Covers
The handbook follows the examination process from the initial risk assessment through the disposition letter. It also identifies ways for firms to ask questions, provide feedback, and stay informed about their compliance obligations.
Understanding the Examination Process
The handbook is intended to give registrants a clearer understanding of each stage of an examination. By outlining the process used by examiners nationwide, the division seeks to make examinations more consistent and predictable.
Preparing for an SEC Examination
The handbook includes practical tips and resources to help firms prepare for an examination and stay current on compliance requirements. Registrants can use the guide to better understand the process and how to engage with examination staff.
SEC Emphasizes Transparency and Communication
The SEC describes the handbook as part of its effort to make examinations more accessible and collaborative while supporting investor protection and market oversight.
Clearer Expectations for Regulated Firms
SEC Chairman Paul S. Atkins said the handbook establishes clearer expectations and gives regulated entities greater insight into what to expect during an examination. He also emphasized transparency as a means of improving examination effectiveness and advancing the SEC’s mission.
A More Consistent Examination Program
Keith Cassidy, Director of the Division of Examinations, said the handbook responds to registrants’ requests for greater clarity. The division’s objective is to make the examination program more efficient, effective, and predictable for both firms and SEC staff.
Why the Handbook Matters for Compliance
SEC examinations are designed to improve industry practices and compliance, monitor risk, and prevent fraud. The new handbook gives registrants an additional resource for understanding how those examinations proceed and how to communicate with the division.
Firms preparing for an examination should review the handbook alongside their existing compliance policies and procedures.
